Windsor Police Department Terminates Officer for Policy Violations

WINDSOR, Colo. (March 4, 2026) — The Windsor Police Department has terminated Officer Timothy Seabra for cause for multiple policy violations following his January 2026 arrest.

On Sunday, Jan. 25, 2026, Officer Timothy Seabra was arrested by the Johnstown Police Department for the following charges:

  • Second Degree Burglary (CRS 18-4-203(2)(b), Felony 4)
  • False Imprisonment (CRS 18-3-303(1), Misdemeanor 2)
  • Harassment (CRS 18-9-111(1)(c), Misdemeanor 1)
  • Domestic Violence (CRS 18-6-800.3 Charge Enhancer)

All criminal charges are merely an accusation, and the defendant is presumed innocent until or unless proven guilty.

Upon notification of the charges, the Windsor Police Department relieved Seabra of his police duties and revoked access to the police department facilities and records, and an internal investigation was opened in accordance with established department policy.

On March 2, 2026, following the conclusion of the department’s internal investigation, Officer Timothy Seabra was terminated for the following policy violations:

  • 321.5.9(a): Conduct, Supervisory Reporting
  • 321.5.5(b): Attendance, Communication Violations
  • 321.5.6(d): Unauthorized Access, Disclosure, or Use/Authority Concerns
  • 321.5.9(h): Criminal or Disgraceful Conduct
  • 321.5.9(k): Activity Incompatible with Conditions of Employment
  • 321.2.9(m): Conduct Unbecoming

Seabra was hired in the fall of 2022 and assigned to the Uniformed Patrol Division throughout his tenure at the Windsor Police Department.
